decide not to transfer the Cell Identity.

originates or terminates from a mobile, i.e. not available in call divert
cases (subject to optionality).
The Cell Identity is a two octet string as defined
in TS GSM 04.08.
For the TAP the octets are converted to a decimal
integer number in the range 00000 to 65535.
The leading zeros are significant. e.g.
0110011000110000 equates to 26160
1001110000001010 equates to 39946
0001000011110001 equates to 04337
