Validations ASN.1 Parent Types

A repeating group holding the sums of all charges by associated Charge Type.

Conditionality: 

There must be at least one occurrence within group Audit Control Information for Charge Type ‘00’ (representing the invoiceable value of the TAP file) even where no charges are present within the TAP file.  There must be one occurrence for each other Charge Type value represented within the TAP file.
