Validations ASN.1 Parent Types

A flag indicating that a Charge Detail began during the related Day Category and Time Band and spanned a change of either of those items.

Conditionality: 

Must be present within group Charge Detail where Day Category or Time Band have changed during the period represented by the Charge Detail.
